Enid has retained two established Opportunity Zones in Oklahoma’s newly released Opportunity Zones 2.0 map, preserving a valuable tool for attracting private investment. For our community, these zones can help advance housing, downtown development, industrial revitalization and commercial growth. Oklahoma announced 104 selected census tracts statewide on October 28, including eight in Northwest Oklahoma. The new designation period begins January 1, 2027, and runs through 2036.
Opportunity Zones encourage investors to put capital to work in eligible communities by offering federal tax benefits. Investors reinvest eligible capital gains—profits from selling assets—into a Qualified Opportunity Fund, which then invests in qualifying businesses or property within a designated zone. These investments can support housing construction, redevelopment of existing buildings, business expansion, and qualified new developments.
Under Opportunity Zones 2.0, qualifying investors can defer taxes on their reinvested gains for up to five years. Holding the investment for five years can reduce the original gain subject to tax by 10%. Investors who hold qualifying investments for at least 10 years may also exclude eligible appreciation in the Opportunity Fund investment from federal capital gains taxes. The updated program is permanent, with new zone selections every 10 years, creating a longer planning horizon for communities and investors. Details can be found on the Oklahoma Department of Commerce website.
The program builds on Oklahoma’s experience with the original Opportunity Zones initiative. In its October 28 coverage, The Journal Record reported Governor Kevin Stitt’s estimate that the original program generated approximately $440 million in private investment across underserved areas of the state.
For Enid, retaining these zones strengthens our ability to connect investment with community priorities. Additional housing can serve workers and families. Downtown redevelopment can bring new activity to existing buildings. Reinvestment in industrial and commercial properties can create space for businesses to expand, hire and serve customers.
Turning these possibilities into completed projects requires property owners, developers, investors and community partners working together. We welcome conversations about potential projects and how this tool may help move them forward. Investors should review project eligibility, timing and fund requirements with qualified tax and legal advisers.
Opportunity Zones 2.0 gives Enid another way to encourage investment that supports a stronger place to work, grow and live.
